Description
After a detailed review of military and civilian emergency communications and IT challenges in complex human disasters and day to day emergencies, the Network-Centric Operations Industry Consortium (NCOIC) proposes that civil and military responders share situational awareness through a common operating picture and other techniques. Given the enormous diversity of organizations, interoperability can only be achieved by network-centric approaches employing integrated, net-enabled information management to connect incompatible legacy systems via a standards-based Everything over IP (EOIP) framework that includes key shared “core services”. The presentation details the recommended architecture, shared services and other findings of NCOIC’s Network Enabled Emergency Response (NEER) Initiative.
 
Speaker Bio

David Aylward, Director of COMCARE, is the Vice Chair of NCOIC’s NEER Initiative. COMCARE is providing civilian emergency response expertise to the NEER process. COMCARE is a 10 year old, 100+ member, non-profit emergency response alliance dedicated to improving emergency response through improved communication and information systems.


NCOIC has a broad membership of more than 100 member organizations from 16 countries. It includes all leading aerospace and IT companies, plus government organizations and NGOs. Its Advisory Council represents 24 key defense and civilian government customers from the following countries: US, UK, France, Germany, Italy, Sweden, Australia, and NATO.


From 1981 to 1985, Mr. Aylward was Chief Counsel and Staff Director of the U.S. House of Representatives’ Subcommittee on Telecommunications, Consumer Protection and Finance, which had jurisdiction over federal communications and finance regulation, automotive safety, and a variety of federal consumer protection legislation. From 1977 to 1981, David was Legislative Director to U.S. Senator Timothy E. Wirth (D-Colorado), then a member of the House. In that position, he handled budget, environmental and energy legislation, as well as communications policy. David has held senior positions in two presidential campaigns, and managed four congressional campaigns.
