In July 2007, County of Gloucestershire, United Kingdom suffered unprecedented rainfall resulting in some 500,000 residents being displaced, as two-thirds of the county was flooded. The catastrophe led to some 155,000 homes without drinking water (350,000 people), power outages and significant threat to critical infrastructure. This presentation will discuss vulnerability, co-ordinated response and emerging learning points from this catastrophe.

Speaker Bio

As Group Director of Community Safety Terry has responsibility for the Community Safety Directorate; this consists of the Fire and Rescue Service, Emergency Management Service, Trading Standards, Coroners, Registrars and Community Safety. He chairs several national committees but in particular he is the Chair of the National Resilience Board that oversees the management of Fire and Rescue Service national assets for man- made and natural disasters.

Terry has completed 29 years service in the Fire and Rescue Service and is active in promoting community safety within Gloucestershire as part of his wider role. He successfully completed the Brigade Command Course in 1998 where his international studies analyzed climate change and impact on the Fire and Rescue Service.

Terry commanded the Flood Crisis in Gloucestershire in July 2007 which resulted in the Fire and Rescue service carrying out some 529 boat rescues, dealing with over 2,000 calls for assistance in the first 24 hours and protecting both critical national and sub electrical stations and water treatment plant.
