Jay C. Hope, O.O.M.
Deputy Minister Hope has enjoyed a 29-year career in the Ontario Public Service. Appointed Deputy Minister, Emergency Planning and Management, Ministry of Community Safety and Correctional Services on January 7, 2008, Deputy Minister Hope is responsible for Emergency Management Ontario (EMO), the Office of the Fire Marshal (OFM), the Office of the Chief Coroner (OCC), as well as the security and continuity of operations across the provincial government.
In November 2006, Deputy Minister Hope was appointed the Commissioner of Emergency Management with responsibility for the Centre of Forensic Sciences, the Ontario Police College, Police Support Division and Criminal Intelligence Service Ontario, in addition to Emergency Management Ontario.
Prior to these positions, Deputy Minister Hope spent over 27 years in the Ontario Provincial Police progressing to the rank of Deputy Commissioner, Strategic Services. Deputy Minister Hope remains a serving police officer currently on long-term secondment to the province of Ontario.
A strong proponent of education, Deputy Minister Hope has a four-year Bachelor of Arts degree from the University of Toronto and certificates in Strategic Change, Human Resources Management and Executive Police Management from various Ontario universities.
Among his many achievements, Deputy Minister Hope is proudest of being a recipient of the GG’s 2006 Officer of the Order of Merit of Police Forces, having received Amethyst and Harry Jerome Awards and having received a human rights medal for his innovative diversity practices as Director of Human Resources within the Ontario Provincial Police. In 2008, Deputy Minister Hope was warmly received before the Senate on National Security and Defence.
